Culturally influenced?

In Dubuffets 1945 description of Art Brut he stated that his collection was of people untouched by culture and unaffected by it.

However, his own later admission in 1975 in ‘L’homme du Commun à l’ouvrage’ opposes this: “I quite agree that no art form exists that is not in some way dependent on cultural givens.”

Do you think that nowadays it is possible to create work unaffected by culture? Or do you think that this was something that was possible back in 1945 but not possible now? Or do you think it has never been possible?
